Regulatory Team

BCDES' Biosolids Regulatory Team
BCDES developed its Biosolids Environmental Management System (EMS), in conjunction with the National Biosolids Partnership, in order to improve both environmental performance and regulatory compliance. The EMS documents all activities integral to biosolids production and reuse, and is subject to external audits and oversight.

BCDES developed and implemented its EMS through a "team approach". The regulatory team, under the co-direction of the environmental division head and operations division head, consists of staff from the following sections:

Biosolids Operations
Wastewater Treatment
Engineering
Laboratory
Regulatory Compliance

While the regulatory team is instrumental in the continued evolution of the EMS, all BCDES employees play a part.  As projects develop, other departments within BCDES may be utilized for their knowledge and expertise.

Beyond BCDES
BCDES' biosolids management program is carefully directed and monitored by a large team of qualified organizations. Agencies dedicated to making biosolids reuse and disposal safe include:  United States Environmental Protection Agency (USEPA), Ohio Environmental Protection Agency (OEPA), National Association of Clean Water Agencies (NACWA), Water Environment Federation (WEF) and local level Soil and Water Conservation Districts.
